There has been a rash outbreak of "Mad Cow Disease" in various parts of Europe.  As recent as December 23, 2003, there has been an outbreak of the disease in the United States.  The outbreak occurred in Washington State and has been contained and disposed of so that it can not spread.  In recent years, it was only thought that "Mad Cow Disease" had been found in Europe and no other cases had shown up.
Now, there are many procedures that must be taken in order to ensure total safety from probable exposure to the disease.  When travelers cross borders they must clean their shoes in disinfectant to rid their shoes of a possible transmission of the disease.
