| California's Proposition 10 allows funds from a tobacco sales tax to be spent on programs to support and improve the development of California's children under the age of 5, without regard to income or residency status. Each county's Prop 10 Commission is allocated a budget from which they fund community-based programs emphasizing community awareness, education, nurturing, childcare, social services, health care, and research. In addition, the Proposition stresses the importance of integrated, comprehensive, and collaborative systems of information and services for young children and their families. The evaluation of the Los Angeles Proposition 10 Child Care Initiative will assist the Los Angeles County Commission in an overall, outcomes-based assessment of program initiatives. More than aggregating individual program results, this evaluation will consider the full effect of the initiative on the quality and availability of childcare in Los Angeles County.
