Eisenhower Program Overview 

The Eisenhower Professional Development Program, administered by NC-MSEN, provides financial assistance to help teachers and other staff gain access to
professional development
in core academic subjects. 

The program:

  • is tied to challenging State content standards and State student performance standards;

  • reflects recent research on teaching and learning;

  • includes strong academic content and pedagogical components;

  • incorporates effective strategies, techniques, methods, and practices for meeting the educational needs of diverse student populations, including females,
    minorities, individuals with disabilities, limited English-proficient individuals, and economically disadvantaged individuals;

  • is of sufficient intensity, and duration to have positive and lasting impact on the teachers' performance in the classroom; and 

  • is part of the everyday life of the school and creates an orientation toward continuous improvement throughout the school.

Funding Allocation

The Eisenhower program is the largest federal initiative for using professional development as a means to improve teaching and learning. The original
intent of the Eisenhower Professional Development Program was to support professional development activities in all core academic fields. Because of limited funding,
primary emphasis remains on the subjects of mathematics and science.

Funds are allocated to states by formula. North Carolina received approximately $7.3 million for state programs authorized by Title II of the Improving America's
Schools Act of 1994. 

Of this amount, approximately $6.1 million of the state grant is allotted to the North Carolina State Department of Public Instruction and to local school districts to
improve teaching and learning for all students.

The remaining $1.2 million, is available to support grants funded by the higher education portion of the competitive Eisenhower Professional Development
Program
in North Carolina, of which MSEN is the administrator.
