Title: Approaches to Computing Standard Errors for Latent Ability Proficiency Estimates Computed Directly from the Test Characteristic Curve
    Dr. Alan Nicewander
    Pacific Metrics Corporation

    Abstract
It was surprising to learn that several state testing programs compute estimates of latent proficiency (θ) by treating the number-correct score as though it were a true score, and then transforming that score into the θ-scale using the test characteristic curve (TCC).  More common IRT approaches for estimating θ, find the likelihood of an examinee’s response vector, which is then used to compute a maximum-likelihood or Bayes-mean-or-modal estimate of θ. In the case of Basyesian or maximum likelihood estimates, asymptotic estimates of the conditional standard errors of measurement (SEMs) may be computed using the information function.  For direct estimates of θ based on the TCC, other approaches must be used to obtain conditional SEMs.  Two methods are discussed—an “exact” method based on the compound binomial distribution of the number-correct score for fixed θ, and a simple approximation based on a Taylor series approximation.  Examples from actual tests are presented.
