source of information on efforts to promote economic reform, private enterprise,
and democratic consolidation around the world.

- International Foundation for Election Systems-IFES
is a private, nonprofit organization established in 1987 that provides nonpartisan
technical assistance in the promotion of democracy worldwide and serves as
a clearinghouse for information about democratic development and elections.
Since its inception, IFES has grown and worked in more than 100 countries
around the world, earning an international reputation for the highest quality
assistance and research in support of building and consolidating democratic
institutions.

- National Council for Eurasian and East European
Research - NCEEER was created in 1978 to develop and sustain long-term,
high quality programs of postdoctoral research in the social, political, economic,
and historical development of Russia, Eurasia, and East Europe. Among national
research institutions, NCEER is the largest provider of resources to U.S.
scholars for postdoctoral research in these fields. Its unequaled record of
support for research on the region has produced direct benefits for U.S. policymakers,
the academic and nonprofit communities, and American business. It has also
been directly involved in bringing to the attention of Congress and the executive
branch the national interest served by the training and research of professionals
in academia and government. NCEEER is now building on this exemplary track

for Training in East European Languages (at Programs in Summer 2003).

Language and Area Studies (FLAS) Fellowships. FLAS funds are from the
U.S. Department of Education and are intended to support second language acquisition
among US professionals. FLAS funds are non-service awards providing fellows
with a stipend of $11,000 (AY) or $2400 (for summer language study) and full
payment of tuition and fees.

Professional Development Fellowships - The Institute of International
Education (IIE) announces a fellowship program for young American researchers
in professional, policy and public administration-related fields who want
to develop a specialized knowledge of the NIS. Candidates may apply for grants
to Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Estonia, Georgia,
Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Romania, Russia,
Slovak Republic, Tajikistan, Turkmenistan, Ukraine or Uzbekistan.
- NSEP Student Fellowship Programs - The
National Security Education Program (NSEP) Graduate International Fellowships
enable U.S. graduate students to pursue specialization in area and language
study or to add an important international dimension to their education. NSEP
Fellowships support students pursuing the study of languages, cultures, and
world regions which are critical to U.S. national security, but which are
less frequently studied by U.S. graduate students, i.e., areas of the world
other than Western Europe, Canada, Australia, and New Zealand. It is hoped
that recipients of NSEP Fellowships will comprise an ever-growing cadre of
experts whose enriched educational and professional experiences will enable
them to provide leadership and direction in our national commitment to economic
growth, international peace and security, and promotion of democracy abroad.

- The Herbert Scoville Jr. Peace Fellowship
- The Herbert Scoville Jr. Peace Fellowship was established in 1987 to provide
college graduates with the opportunity to gain a Washington perspective on
key issues of peace and security. Twice yearly, the Fellowship's Board of
Directors selects a small group of outstanding individuals to spend six months
in Washington. Supported by a monthly stipend, the Fellows serve as full-time
project assistants at the participating organization of their choice. In the
Program's first thirteen years, seventy one fellowships have been awarded.

Social Science Research Council offers fellowships through its Eurasian program
which covers Eastern Europe, the Russian Empire, and the Soviet Union and
its successor states. The SSRC offers fellowship for individuals and institutional
awards in the social sciences and humanities.
- USIA Fulbright Program - The U.S.
Student Program is designed to give recent B.S./B.A. graduates, master's and
doctoral candidates, and young professionals and artists opportunities for
personal development and international experience. The Program promotes cross-cultural
interaction and mutual understanding on a person-to-person basis in an atmosphere
of openness, academic integrity, and intellectual freedom.
- White House Fellowships - Intended
for young professional who have demonstrated academic and professional excellence.
Places recipients in a cabinet-level agency, the Executive Office of the President,
the Vice President's office, or in smaller agencies where they work as full-time
paid assistants.
