General
The Office of Human Resources is responsible for human resources management for all University employees except for EPA hiring, promotion, and tenure (if applicable). The University workforce consists of approximately 10,000 employees, over 6,000 of whom are subject to the State Personnel Act. The remainder are faculty members or EPA (Exempt from the Personnel Act) Non-Faculty.Purpose
The Office of Human Resources' principal purpose is to provide services that allow the University to attract, motivate, and retain a workforce capable of fulfilling the University's mission. In particular, Human Resources promotes competitive compensation; a healthy, productive work environment; and respect for the needs and interests of the individuals who comprise the University of North Carolina at Chapel Hill.Authority
Human Resources operates within the framework of policies established by the Office of State Personnel and the State Personnel Commission (for SPA employees), The University of North Carolina and its Board of Governors, and The University of North Carolina at Chapel Hill and its Board of Trustees, as well as relevant statutes and policies set forth by the Federal and State governments. In addition, the Office of State Personnel has delegated certain authority for SPA policy administration, including the following:
- administering State personnel policies
- determining and approving the classification of positions within the established State Classification System, subject to OSP post-audit
- determining and setting salaries within the established State Pay Plan, subject to OSP post-audit

Anyone with a question or a need for assistance regarding Human Resources is encouraged to contact the Office of Human Resources. In addition, Human Resources Facilitators and Department Personnel-Payroll Representatives are present in the operating departments and offer assistance on many human resource matters.Human Resources Facilitators
Each department has designated one or more key staff members to serve as the Human Resources Facilitator(s) for the department. The Human Resources Facilitator serves as a knowledgeable resource on human resource matters (both EPA and SPA).Department Personnel-Payroll Representatives
Each operating department has a designated person to serve as the Department Personnel-Payroll Representative. While the full duties vary from one department to another, these important representatives usually possess considerable knowledge about the University's personnel and payroll procedures.
