General
The Office of Human Resources is part of the University's Finance and Administration Division. The Office of Human Resources is led by the Associate Vice Chancellor for Human Resources, who reports directly to the Vice Chancellor for Finance & Administration and has the overall responsibility for managing the operation of the Office of Human Resources. Three Senior Directors, who report directly to the AVC for Human Resources, oversee the three major functional areas of Human Resources:
HR Services, responsible for the majority of direct department and employee contacts through the HR Generalist program (recruitment, classification, salary administration, benefits, employee relations).
HR Programs, responsible for centralized processing, policy, development, work/family, wellness, support programs, and the University's in-house temporary staffing agency (Tar Heel Temps).
HR Planning & Systems, responsible for data management and processing, personnel reporting, campus HR communications, and the HR internal budgets and planning.
HR Services
- Classifies the University's staff positions, using the established State Classification System
- Helps departments identify position development opportunities in the current State system through position design and organization advice
- Provides confidential counseling regarding work-related problems or issues to employees and supervisors
- Provides mediation services to individuals and departments
- Advises departments on the handling of disciplinary actions
- Screens and refers applicants for staff openings
- Administers salary offers to candidates selected for open positions
- Provides general information on benefits programs and enrollment procedures
HR Programs
Benefits Program Administration
- Manages benefit programs for faculty and staff
- Serves as liaison to the University Insurance Committee for the selection of insurance products
- Reviews benefit packages and makes recommendations to the University administration, General Administration, and the State regarding needed improvements
- Manages the Voluntary Shared Leave program
Compensation Services
- Under a decentralization arrangement with the Office of State Personnel, manages classification of University staff positions, using the established State Classification System
- Pursues the University's needs for pay improvements and changes in the State classification system with the Office of State Personnel Counseling Services
- Administers the University's staff in-range salary adjustment policy
Workforce Planning & Recruitment
- Recruits for permanent staff openings
- Prepares the EPA non-faculty job posting list
- Manages employment advertising for open permanent positions and approves all advertisement for temporary openings
- Administers the employment program consistent with equal opportunity principles and the University's Affirmative Action Plan
- Advises departments on additional (dual) employment matters
- Operates Tar Heel Temps, a temporary employment service for the campus
- Conducts credentials checking on new SPA employees and advises in credentials checking of other SPA employees
- Monitors and reports annually on SPA employment of relatives according to the nepotism policy
- Assists with reasonable accommodation requests for disabled SPA employees and applicants for SPA vacancies
Employee Services
- Manages the University's work/family programs
- Provides an Employee Assistance Program available to all University employees and their families
- Provides wellness and recreational programs for faculty and staff
- Administers the Dispute Resolution and Staff Grievance Procedure
- Administers human resources policy development
- Administers the University wage-hour program for staff employees and provides assistance to departments with questions, needs, and concerns
- Administers the performance management process
- Manages the SPA layoff process
- Provides confidential counseling and educational programs for staff on matters related to harassment and other sex-based discrimination
- Provides consultation and support to campus administrators handling staff sexual harassment problems
Training and Development
- Provides training and development opportunities to meet the needs of faculty and staff, including supervisory training, skill training, and special interest courses
- Provides career development opportunities to faculty and staff
- Administers State- and University-funded educational financial assistance programs for staff employees
- Provides organizational development consultations
HR Planning & Systems
- Administers the Human Resources Facilitator program
- Maintains the HR Web site
- Administers the ongoing communication of HR policies, programs, and procedures
Employee Records
- Maintains the official University records for staff, faculty and EPA non-faculty employees and positions
- Audits and approves staff, faculty and EPA non-faculty personnel actions prior to payrolling
- Implements changes in the State pay plan (for SPA employees) as appropriate
- Verifies and controls employee information requests
HRIS Support
- Provides training and customer support on the Human Resources Information System (HRIS)
Information Systems
- Provides information systems support to Human Resources departments
- Serves as HR liaison to Information Technology Services Operations Center
