All Purchases Are the Property of the State
State and University of North Carolina policy prohibits Purchasing Services from entering into any purchase agreements for employees. All materials purchased by the University remain the property of the State until consumed or disposed of by public sale through Surplus Property procedures.
Exception: Purchase for Retail Sale
Exceptions to this policy are items purchased explicitly for retail sales, such as items handled by Student Stores. All Purchase Orders issued by Purchasing must be on behalf of University departments or agencies.
