Administrative Head

The administrative head of an agency, school, or department is accountable to the University Chancellor for all supplies, materials, and equipment purchased in the department's or school's name, regardless of the source of funds. The administrative head is responsible for seeing that adequate precautions are taken to insure such materials from theft and abuse, and that records on movable equipment necessary for proper identification and location be maintained. Administrative heads should refer to the Asset Management (ASM) section of this Manual for policies and procedures to insure assets from theft and abuse.

Principal Investigator

Research funds, whether grants or contracts, are made available to The University of North Carolina at Chapel Hill, not to the Principal Investigator (see the Office of Sponsored Research section contents for information about the Principal Investigator) or to a particular department. Generally, these funds are expended under the auspices of a department or school. The Principal Investigator who uses the equipment is responsible to the department or school administrator, who in turn is responsible to the Chancellor.
