COMPRESSED GAS CYLINDERS AND OTHER RETURNABLE CONTAINERS

Material & Disbursement Services (MSD)

POLICY 50

Effective Date: 07/07/1996

Last Modified Date: 11/20/2003

Deposit and Credit

Except for compressed gases in cylinders, very little merchandise is received in returnable containers. Generally, a deposit is charged on the vendor's invoice for returnable containers (gas cylinders excepted). A credit will be issued by the vendor when the containers are returned, provided they are returned in good condition and within the time limit prescribed at the time of purchase. All returnable containers (gas cylinders excepted) should be returned promptly after receipt of the merchandise.

Shipping Instructions

When containers are ready to be returned to the vendor, notify the Scientific Storeroom. The Scientific Storeroom will obtain shipping instructions from the vendor, and will direct Central Receiving to pick up the containers at the using department and handle the return to the vendor.

Freight Cost

Unless the containers are to be returned collect, give the Scientific Storeroom the account number to which the freight cost is to be charged when first contacting them about container return.

Compressed Gases

All compressed gases are purchased through the Scientific Supply Room, except those used directly by UNC Hospitals. Because most cylinders remain the property of the gas suppliers and are returnable, an accurate central record of all gas cylinders is maintained.

Demurrage

Most vendors supply gases in cylinders on which a demurrage is paid rather than a deposit. The demurrage rate varies, depending on the type of gas and the size of the cylinder. To minimize this charge, it is advisable to return all empty or unneeded cylinders promptly to the Scientific Storeroom. The Scientific Storeroom bills and processes demurrage charges through the MMD Monthly Statement.
