Submission of Equipment Lists for All Projects
When a project has progressed to such an extent that equipment needs can be determined, a list of proposed purchases with approximate costs should be submitted to the Office of the State Budget for review. No funds should be obligated until approval has been received. A copy of the approved items will be forwarded to the State Auditor's Office. Projects authorized prior to July 1, 1969, and with equipment not yet purchased, are subject to the above regulations.
Transfer between Construction and Equipment Accounts
The 1969 and 1971 Capital Improvement Bills designated a separate account for movable equipment as opposed to construction costs and fixed equipment by placing certain restrictions on the transfer of funds between these accounts. Therefore, it is required that amounts budgeted, alloted, and expended for movable equipment be kept separate and shown separate on all reports. Any transfer between these accounts will require submission of a request (BD-606) for approval by the Governor's Council of State.
