Facilities Planning (PLN)
POLICY 1

Assistance
Any department contemplating an evaluation of space needs may call upon Facilities Planning and Design to assist in this evaluation.
Renovation or Construction
When the results of such an evaluation indicate either the need for renovation of existing facilities and/or construction of new facilities, a proposal should be formulated through the Provost or appropriate dean or vice chancellor.
Proposal
Facilities Planning and Design personnel will then work with the department to prepare a detailed project proposal.
Funding
If the estimated cost of required renovations is less than $30,000, the project is not classified as a Capital Improvement and must be funded from another source. If funding does become available, the project should be referred to Architectual and Engeering Services.
Project Request
If the estimated cost of the work is above $30,000, the project may be considered a Capital Improvement; and Facilities Planning and Design will develop, with assistance from the requesting department, a formal Capital Improvement project request.
By statute, the University's Facilities Services Division is not permitted to undertake any repair, renovation, or construction project that is estimated to cost in excess of $125,000.
Costly Projects
Detailed plans and specifications for formal contracts must be developed for projects estimated to cost in excess of $100,000, and each project must be placed for competitive bids with outside contractors. These projects are assigned to the Facilities Planning and Construction Management Offices for design and specification development, for bidding, and for construction supervision.
Rental
If the additional space needs can best be solved through rental of commercial space, Facilities Planning and Design will work with the requesting department through the University Property Department in determining space required and the design of such space.
