Budget
A specified budget for each Capital Improvements project is established either by action of the General Assembly or approval through the State Budget Office. Whether the project is funded by appropriations or authorized for funding by non-appropriated sources, the University has no authority to make expenditures that exceed the approved budget. The Facilities Planning Department is the only office authorized to initiate any expenditure against a Capital Improvements project. All approvals to increase budget matters related to Capital Improvements projects must be initiated by the Facilities Planning Department.
Control over Spending
The Facilities Planning maintains rigid control over expenditures after the project has been authorized by the State. The using department may not initiate any expenditures except approved purchases of movable equipment.
