Transfers

Transfers of historic properties may be made in the following ways.

Voluntary Transfers

When a historic property is voluntarily transferred from the custody of one department to that of another, PLN Appendix 3a, the On-Campus Transfer Form, should be completed by both departments and filed with the Historic Property Office. (If the receiving department is on another campus of The University of North Carolina, the form to be used is PLN Appendix 3b, UNC System Transfer Form.) A department desiring to lend-rather than permanently transfer-historic property to another department should consult the Historic Property Office for instructions.

Relinquishment

When a department wishes to relinquish a historic property but contemplates no particular alternative placement for it, the department head shall so notify the Historic Property Officer at Facilities Planning, who shall endeavor to find an appropriate placement for that property.

Neglected or Abused Properties

When a historic property is being neglected or abused by the department that has custody of it, and the department fails to respond appropriately after notification to that effect, the Historic Property Officer may, with the approval of the Vice Chancellor for Finance and Administration, remove the property from the custody of the department and find a more appropriate location for it.

Disposal

When a historic property placed in the custody of the Historic Property Officer either (a) possesses no specific or inherent value to the University or (b) does not meet the criteria for historic property established by the University Advisory Committee on Historic Properties, it may be disposed of after consultation with the Advisory Committee. Such disposal may be effected either by transfer to another State institution or department by loan or permanent transfer; or by sale or by other means on such terms as the Historic Property Officer and the Vice Chancellor for Finance and Administration find advantageous to the University.

Use of Sale Proceeds

When a historic property belonging to UNC-Chapel Hill is sold, the net proceeds of the sale (unless otherwise directed by the terms on which the property was acquired by the University) shall be deposited in a Historic Properties Conservation Fund. That fund shall be used to pay the costs of conserving, restoring, appraising, and otherwise properly caring for the historic personal properties of the University when there is no other available source of funds for the purpose.

Conservation and Restoration

The conservation and restoration of a historic property shall be the responsibility of the department having custody of it, provided that the Historic Property Officer shall be consulted before any such conservation and restoration activities are undertaken. When a department does not have the funds to carry out needed conservation and restoration services on a historic property, it shall so advise the Historic Property Officer, who shall endeavor to assist in obtaining funds for this purpose.
