Nominations
for the Performance Management Review Board |
As part of the
University's Performance Management Program, the University of North Carolina
at Chapel Hill established the Performance Management Review Board. The
Review Board plays a very important role in assuring the fairness of the
performance management program.
The Review Board
is made up of permanent employees who are assigned to three-member Panels
to hear the second level of appeal when an SPA employee believes that the
overall evaluation, the rating on one or more principal functions or the
comments in the annual performance review are inaccurate or unwarranted.
The Panel:
-
Reviews information
from the employee and the employee's department about the performance review
and the appeal;
-
Conducts a hearing
to collect additional information, give both sides of the disagreement
an opportunity to present information, and clarify the facts of the appeal;
-
Evaluates the written
information and the information presented during the hearing to determine
issues such as departmental compliance with the Performance Management
Program, the validity of the performance ratings assigned, and the propriety
of other comments included in the evaluation; and
-
Sends a written
report to the Chancellor, specifying the facts of the appeal and recommending
a resolution of the appeal.

We are asking
for your assistance in identifying employees to serve on the Review Board.
We especially need Non-Supervisory employees.
The people we are looking for have the following characteristics:
-
Objectivity.
They
have no preconceived belief that one side of the appeal is right or wrong.
-
Clear-Thinking:
They
can review information, organize it, and reach reasonable conclusions supported
by the information presented to them.
-
Strong Organization
Skills.
They must be able to track many written documents, oral statements, and
what often appear to be conflicting "facts" an appeal.
-
Strong writing skills
that
will help them prepare a recommendation to the Chancellor for resolving
the appeal and write other correspondence.
-
They have a desire
to perform an important service to the University and its employees and
managers.
Our annual performance
cycle runs through May. Members serve staggered two-year appointments that
being in July. The time demands for Review Board Members are concentrated
in the late summer and early fall months. When assigned t a Panel, a member
may be busy for several hours on four or five different days. Once the
Panel has met, reviewed the information and forwarded its recommendation
to the Chancellor, the Panel's business is concluded. We hope to assign
each person to only one appeal per cycle.

people who possess the characteristics described above and would like to
nominate them for the Review Board, please discuss this activity with them.
