SUBJECT:  VENDORS PARKING ON SIDEWALKS

Memorandum

As most of you are aware, Chancellor McCoy appointed a committee to examine pedestrian safety on campus in December 1999. The committee has identified an issue regarding vendors/suppliers who are utilizing the sidewalks on campus to park while making their deliveries. This practice poses a significant safety issue when pedestrians utilizing the sidewalks are required to detour off of the sidewalk out into travel lanes in order to avoid the delivery vehicles. The seriousness is even more compounded when persons in wheelchairs are confronted with vehicles parked on sidewalks.

The Traffic and Parking Ordinance of the University in Article V, Section 5-3, prohibits any person to chive or to park a motor vehicle on a sidewalk unless such areas are signed and marked for parking. Violation of this Ordinance requires the payment of a $20.00 civil penalty through the Department of Public Safety.

I am asking that each of you assist my department and the Pedestrian Safety Committee by disseminating this letter to the appropriate persons within your departments that deal regularly with vendors and suppliers making deliveries on campus. Please ask associates in your departments to convey to delivery persons that effective immediately the practice of allowing parking on sidewalks while making deliveries will be discontinued across campus. In addition to private vendors, this Ordinance also applies to University owned vehicles.

Effective Monday, February 21, 2000, the Department of Public Safety will begin warning persons found in violation of this Ordinance in order to gain compliance with the need to cease this practice. On March 15, 2000, the Department of Public Safety will begin issuing citations to all persons found violating this Ordinance,
