MEMORANDUM

TO: Deans, Directors, Department Heads
Human Resources Facilitators

FROM: Ken Litowsky, Policy Director
Human Resources Administration

SUBJECT:  Nominations for the Performance Management Review Board

As part of the University's Performance Management Program (WPPR), the Office of Human Resources established the Performance Management Review Board. The Review Board serves a very important role in assuring the fairness of the performance management program. The Review Board is a "pool" made up of many employees who then are assigned to three-member Panels to serve as the second level of review when an employee files an appeal concerning an annual performance review. As a Panel, they:

We are asking for your assistance in identifying employees to serve on the Review Board. (We particularly need non-supervisory employees.) The people we are looking for have the following characteristics:
  1. They are objective people, having no preconceived belief that one side of the appeal is either right or wrong.
  2. They are clear thinking. They can review information, organize it, and reach reasonable conclusions supported by the information presented to them.
  3. They have good organization skills. They must be able to track many written documents, oral statements, and what often appear to be conflicting "facts" of an appeal.
  4. They have good writing skills that will help them prepare the recommendation to the Chancellor and other Panel correspondence.
  5. They are committed to the performance management process and have an enthusiastic desire to perform an important service to the University and its employees and managers.
Members serve staggered two-year appointments that begin in July. This ensures a level of continuity. Because our annual performance cycle runs through May each year and an employee must first complete the Level A appeal process, the time demands for Review Board members are concentrated in the late summer and early fall months for the most part. Once assigned to a Panel, a member may be busy for several hours on four or five different days. Once the Panel has met, reviewed the information and forwarded its recommendation to the Chancellor, the Panel's business is concluded. Depending on the number of members on the Review Board and the number of appeals, we hope to assign each person to only one appeal per cycle.

If you know of people who possess the characteristics described above and would like to nominate them to serve on the Review Board, please discuss this activity with them. If they are interested in service, please send me their name, campus and email addresses and telephone number, along with a brief statement as to why you believe they would be an asset to the workings of the appeals process. We would like to have all nominations by June 18. The Off ice of Human Resources will arrange for review of the nominations by the Chancellor's office. The Chancellor will select and invite new members to serve. Human Resources Administration will provide training for the new members.

If you have questions, please call me at 962-3894, FAX at 962-1065, or email at Ken_Litowsky@unc.edu. Thank you for your assistance in this important effort.
