RE: Make-up for Time Lost During University's Closing for Snowstorm

Under the State's Adverse Weather Policy, employees are required to account for all time lost due to adverse weather. On January 29, 2000, State Personnel Director Ron Penny issued guidelines to State agencies indicating that employees must make up all work time lost during the recent snowstorm.

Since then, University officials have been working to clarify application of this guideline. Representatives of the three Triangle public universities (UNC-CH, NC State, and NC Central) had a conference call today with Mr. Penny to request possible exceptions to the State's Adverse Weather Policy which provides that employees must account for work time lost. No exceptions were made regarding the need to account for time, but the following exceptions to the State's Adverse Weather Policy regarding ways to make up for time lost from January 25 through January 28, 2000 have been approved. These exceptions are:

These provisions, except where noted, apply to both SPA employees and EPA non-faculty employees. Supervisors are urged to be as flexible as possible in arranging opportunities for time to be made up.
