SUBJECT:  Sexual Harassment Policy and Procedures

As we begin preparations for the coming academic year, I want to remind all members of the University community of our Policy regarding sexual harassment and to emphasize strongly the responsibility of every student and employee to contribute to learning and work environments free of this kind of discrimination.

The Sexual Harassment Policy has been changed in several important respects. Many of the changes were implemented in response to feedback from employees, students, and administrators who have had first-hand experience with the Policy. The changes and additions to the Policy include:

I am enclosing a copy of the new Policy so that you can make them available your departments, and I ask that you help increase understanding in your department of what sexually harassing behaviors are, what expectations the University has for respectful and appropriate interactions between faculty, staff, and students, and what resources are available to assist with resolving related concerns.

I want to emphasize your responsibility for conducting timely internal investigations of allegations of sexual harassment, When allegations are received, or when you have knowledge through other means of conduct that may involve harassment, prompt response is essential. Important new information relevant to conducting timely investigations at this level of resolution can be found under Administrative Review procedures in the Policy.

The Sexual Harassment Policy requires that a written report of this internal investigation (Administrative Review) be sent to your dean or director and to the Sexual Harassment Officer, whether or not there is a finding of harassment. I remind you in addition that after completing any investigation of harassment allegations, but before deciding on corrective action, if appropriate, you are responsible for familiarizing yourself with previous relevant findings, if any, arising under the Policy. Information about previous relevant findings may be obtained from the Sexual Harassment Office or the EO/ADA Office.

Questions concerning this Policy may be addressed to the University's Sexual Harassment Officer (962-3026), the Dean of Students (966-4042), the Associate Vice Chancellor for Human Resources (962- 1554), the Vice Chancellor and General Counsel (962-1219), the Equal Opportunity/ADA Officer (966- 3576), the Human Resources Counseling Service (962-2656), or respective Chairs of the Student, Faculty, and EPA Non-Faculty Grievance Committees. These individuals are prepared to help all members of the campus community understand the Policy, and they are able to explain the options available for resolving concerns related to sexual harassment in academic or work settings at the University. Additional copies of this Policy are available from Department Chairs, from the offices listed above, and on the Sexual Harassment Office's website at http://www.ais.unc.edu/hr

Neither the problems of sexual or racial harassment, nor the negative consequences for failing to deal with them appropriately will be eliminated from our community unless commitment to preventing and eliminating discrimination of any sort is vigorous and pervasive. I appreciate your efforts to foster and support such commitment.
