Panel Topic: If Albion Tourgee's plan for Reconstruction had been in place, what would the South be like now? Elliott asserts that Tourgee and the Radicals envisioned that during Reconstruction boundaries would be re-drawn and the ex-Confederates would not be allowed to vote.
