On first glance, it's surprising that there's so much controversy over UNC's deal with OWASA to use recycled water....You would think UNC would be applauded for taking the initiative on reducing its consumption of a limited resource. The university will pay the full cost of installing the infrastructure to use reclaimed wastewater.
