Weather keeps UVa president from Abingdon visit

Bad weather scrubbed a Monday visit by University of Virginia President
John Casteen III to Abingdon, but Casteen said he will return soon to
explain why state universities need some fiscal autonomy during tough state
budget times ... UVa has a per-student state appropriation of $9,711,
Casteen said, and that is expected to drop to $8,860 in 2003-04. That
compares to 2001-02 state funding levels per student at the University
of North Carolina-Chapel Hill at $24,178 ...
