North Carolina's excellent colleges and universities always rank high on any chart, including the annual ratings by U.S. News & World Report. But the U.S. News ratings are so arbitrary that no one should take seriously the claim that a high ranking makes a school one of "America's best." The ratings reliably gauge schools' wealth and the academic preparation of their students. They don't tell how well a school's graduates are educated or how a particular student would do there.
