Charter: Campus-Wide Digital Library Planning
Team
Purpose: To study the feasibility
of developing a campus wide digital library at the University of
North Carolina at Chapel Hill. Depending upon the outcome of the
feasibility study, develop a plan to design and implement such a
library.

Project Deliverables:
- A comprehensive study of existing digital libraries both
internal to UNC-CH and at other universities and libraries: their
hardware, software, indexing standards, user base, user
satisfaction, required levels of technical and functional
support, advantages and disadvantages. This should include a
study of other universities who are in the process or who have
already developed and / or implemented digital libraries on a
multiple collections / multi-departmental scale and of
universities in the process of developing digital libraries.
- A comprehensive survey of university departments and programs
with an interest in participating in a digital library project
and a plan for incorporating their input and participation.
- A list of technical and functional specifications for the UNC
community and other participating groups / institutions.
- An analysis of costs and benefits of proposed plans.
- A thorough review of vendor packages and assessment of
their ability to meet the technical and functional specifications
outlined by participating groups.
- A final recommendation including whether to develop or
purchase a package, implementation planning with timelines and
costs, staffing plans, pilot testing and rollout plans,
contingency plans, a communication plan for various
constituencies, and plans for a variety of ongoing funding
sources for a multi-year implementation and maintenance.
