UNC-CR Chapter Constitution


Article I. Name and Affiliation

SECTION 1: The name of this organization shall be the UNC-CH College Republicans, herein after referred to in this document as the College Republicans, or CR.
SECTION 2: The UNC-CH College Republicans shall be the recognized campus affiliate of the NCFCR, and of the CRNC, and shall be subject to and abide by the Constitutions, Bylaws, and Resolutions thereof.

 

Article II. Purpose

SECTION 1: To make known and promote the principles of the Republican Party among members of the UNC-CH campus and community.
SECTION 2: To aid in the election of Republican candidates at all levels of government.
SECTION 3: To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels.
SECTION 4: To develop political skills and leadership abilities among Republican students as preparation for future service by them to the Party and community.

 

Article III. Officers

SECTION 1: The officers who comprise the UNC-CH College Republicans shall be the Chair, Executive Vice Chair, Administrative Vice Chair, Secretary, and Treasurer.

SECTION 2: The line of succession shall be, following the Chair: Executive Vice Chair, Administrative Vice Chair, Secretary and Treasurer. In the event that the Chair cannot attend an event or fulfill any of his or her duties, the Executive Vice Chair will fill the duties of the Chair.

SECTION 3: The duties of the Chair shall be, but are not limited to, setting the agenda for the chapter, representing the organization in official capacity at all meetings and events unless substituted by the Executive Vice Chair, overseeing the Executive Board, Executive Committee and members, and delegating various tasks to officers and general members to be carried out for the betterment of the organization as a whole. The Chair also appoints committee officers in carrying out the duties of the organization and actively participates in chapter events and meetings.

SECTION 4: The duties of the Executive Vice Chair shall be, but are not limited to, overseeing the State and National Affairs Committee, serving in the capacity of the Chair in the event that the Chair cannot be present, and to actively seek chapter involvement in any state and national affairs relating to the organization.

SECTION 5: The duties of the Administrative Vice Chair shall be, but are not limited to, overseeing the Political Strategy Committee and actively seeking chapter involvement in campus affairs.

SECTION 6: The duties of the Secretary shall be, but are not limited to, maintaining credentials, the campus listserve and the website, as well as overseeing the Public Relations Committee. The Secretary will also keep an official roll of officers and members, maintain a record of attendance for officers and club members, record official minutes for each Executive Board, Executive Committee and club meeting, register and welcome new members into the organization, filing a credentials list with NCFCR in a timely manner, and sending out meeting announcement e-mails, official notifications, and communications (e.g. press releases).

SECTION 7: The duties of the Treasurer shall be, but are not limited to, handling all finances within the organization and maintaining a current budget, working with the Finance Committee of Student Congress to obtain funding for the organization and its events, providing reimbursements to members and overseeing the Membership and Activism Committee.

 

Article IV: Committees

 

SECTION 1: The purpose of committees is to help support the organization by providing means for the members to get involved.

SECTION 2: There shall be four standing committees, each having a Committee Chair appointed by the Chair. These committees shall be named State and National Affairs, Political Strategy, Public Affairs and Membership and Activism.

SECTION 3: The State and National Affairs Committee’s purpose is to effectively connect the organization with national, state and local politics. The Committee is responsible for recommending which conventions club members should attend, as well as coordinating transportation. The State and National Affairs Chair should also serve as an ambassador to the Executive Board, helping the Board to understand the goals of the NCFCR and the Republican Party. This committee will be overseen by the Executive Vice Chair, but managed by the Committee Chair.

SECTION 4: The Political Strategy Committee’s purpose is to provide the Chair with the political implications of his/her decisions in regards to the campus scene. The Committee should also actively recruit members to serve in all student government branches on campus.  The Political Strategy Committee should also communicate the chapter’s ideals to necessary campus political leaders. The Committee will be overseen by the Administrative Vice Chair, but managed by the Committee Chair.

SECTION 5: The Public Affairs Committee shall be focused on making CR events known to the students and to the community. The committee should plan all types of advertising, letters to the media, and help to keep the website updated. This committee will be overseen by the College Republican Secretary, but managed by the Committee Chair.

SECTION 6: The Membership and Activism Committee should be responsible for keeping membership as large and active as possible. The committee should plan social events, and figure out the best methods of to maximize membership. The Membership and Activism Committee shall also have a sub-committee on Minority Outreach.  The committee will be overseen by the Treasurer, but managed by the Committee Chair.

 

Article V: Executive Board and Committee

SECTION 1: There shall be an Executive Board and an Executive Committee, which shall govern the UNC-CH College Republicans.
SECTION 2: The Executive Board shall consist of the officers of College Republicans, as stated in Article III, Section 1. Officers hold voting power.

SECTION 3: The Executive Committee shall consist of the officers of College Republicans and Standing Committee Chairs.
SECTION 4: The Executive Board and Committee shall introduce, approve, and implement all actions and activities necessary and proper for the functioning of the College Republicans and not inconsistent with this Constitution or Bylaws.

 

Article VI: Membership

SECTION 1: Membership is restricted to students enrolled at UNC-CH. Membership application information may be obtained from the Secretary.
SECTION 2: Annual dues are required for membership in the College Republicans. The Executive Board shall set the amount annually.

 

Article VII: Elections


SECTION 1: All officers shall be elected at a regular CR meeting held no more than thirty days prior to the NCFCR Spring Convention. The Executive Board shall notify the body of the election date no less than two weeks before the election.
SECTION 2: Nominations of candidates for office in the College Republicans shall be made from the floor by any dues paying member in good standing. A member in good standing shall be defined as one whose name, mailing address, electronic mailing (e-mail) address, phone number and other such pertinent information as deemed necessary by the Executive Board of the UNC-CR is included on the roster of the club. Members must also be registered Republican voters in the state of North Carolina or their home state and have paid all membership dues and fulfilled all additional requirements for membership as mandated by the federated club of which they are a member.
SECTION 3: Only students who have fulfilled UNC-CR membership requirements no less than one week prior to the election are eligible to vote.
SECTION 4: Officers shall be elected by a majority of members in good standing who are present and voting.

SECTION 5: A vacancy occurring within the position of Chair will follow the line of succession as stated in Article III, Section 2, to be filled by the Executive Vice Chair.

SECTION 6: Vacancies occurring among officers other than the Chair shall be filled by the election of the Executive Board at the first meeting following the occurrence of vacancy, as long as a notice that an election is to occur is included in an official notice issued by the Board. The person selected to fill a vacancy shall serve as an officer until the next regular election.

 

Article VIII: Impeachment

SECTION 1: Any officer who, during his term of office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of his prescribed Constitutional duties, or willfully impeded the CR program, may be impeached and removed from office.
SECTION 2: Specific charges against the impeached officer must be approved by absolute majority of the Executive Committee of the CR, excluding the officer being impeached, at a meeting of the Executive Committee.
SECTION 3: From the approval of the charge until the next meeting of the Executive Committee, the impeached officer shall remain in his or her office and be allowed to prepare his or her defense to charges.
SECTION 4: At the first Executive Committee meeting after the meeting, in which the charges were approved, an officer or other person selected by the officers shall present the charges and the impeached officer shall present his defense. Following these presentations, the impeached officer may be removed from his office by a majority vote of the Executive Committee.

 

Article IX: Parliamentary Authority and Amendments

SECTION 1: The parliamentary rules contained in the most recent edition of Robert’s Rules of Order, New Revised shall govern the College Republicans in all cases to which they are applicable and in which they are not inconsistent with the Constitution or inconsistent with the Constitution or Bylaws of the NCFCR or those of the CRNC.

SECTION 2: The Constitution of the UNC-CH College Republicans may be amended by proposals presented by a member in good standing no less than one week before a general meeting in which the amendment is to be voted on. In order for an amendment to pass, there must be a 2/3 vote in favor of the amendment by all members in good standing present at the general meeting in which the amendment is introduced and properly debated.

SECTION 3: When necessary, the Constitution may be suspended by a unanimous vote of the UNC CR members in good standing.
