How important is evaluating an author’s qualifications?
Well, I think it is very important evaluating an author’s qualifications because it provides a basis for deciding how credible the blog is. However, I liked Woojung’s ABOUT page. She did not actually provide any information about whether she is qualified for doing a research on the Internet and democracy. Instead, she introduced herself briefly (name, school, and where she is from) and described how she feels after coming to the small, peaceful town, Chapel Hill. By saying “Sky is so clear that sometimes I feel I could even touch it. Numerous stars up there make me really delightful,” I think she effectively delivered the idea that she is not going to deceive anyone. Thus, this is what I learned from her ABOUT page: she might not be an expert on the issue of the Internet and democracy, but she is a sincere graduate student who will talk about the Internet and democracy with her best efforts. I think including some personal information on one’s ABOUT page is a good idea brining blog readers close to the author.

How do you think blogrolling will evolve?
To answer this question, I’d like to use Steven’s blogroll as an example. We were supposed to add all classmates’ blogs on one’s blogroll. And, I particularly liked the way Steven did the assignment. He created a section, titled “Friends Who Know How To Blog,” and then listed everyone’s blogs with nicknames which he created for each one of us. It was a brilliant idea giving each one’s blog a flavor of friendly personal connection and making our class as a community. I think blogroll will evolve in a way encompassing the features such as spontaneousness, personal relationship, friendly naming, and so on.

Jonathan’s blog starts with an old saying: "Shake any tree in North Carolina and a banjo picker will fall out." I’ve never heard of this expression since I grew up in the South Korea and have been at Chapel Hill just three years. Actually, I had to look up a dictionary to see what “banjo” means. The dictionary says banjo is some kind of string instrument, but I still had no idea. After following the links that Jonathan provided, I saw a picture of banjo. Now, I know what banjo is. I was amused to know that banjo is traditional music in the South and it is originally from Africa. I hope I will have an opportunity to hear banjo music by local musicians someday.

Its annual press freedom survey tracks trends in media freedom worldwide covering 192 countries. The 2001 survey provides overview of online speech protection in various countries around the world. I think this site is an excellent source of information because it gives us the flavor of the status of online speech protection worldwide.
“Governing the Global Internet: International Economic Cooperation in the New Economy“ is a web source about the Global Trends of Internet Governance. It simply states there was a conference about governance of the global Internet which seems relevant to my topic but didn’t give any further information about the conference. I was disappointed.

What issues have you encountered in incorporating a blogroll and web filtering into your own weblog?
For me, my blog –the global trends of Internet governance—serves two purposes: (1) doing a class project to get a grade for this class, and (2) compiling resources for my future research or my dissertation. Thus, I selectively choose resources which are appealing to my own research interest. In other words, the filtering that I’m doing is self-referential. I do not filter all online resources about the global trends of Internet governance. I am afraid someone who happen to find my blog would expect my blog to be an extensive source for filtering online resources regarding the global trends of Internet governance.

Some of blogs that I encountered did not provide any information about who is the person who manages the blog, what his or her expertise is, or what the blog is about. Especially when it comes to filtering online resources, how trustful the filtering is depends on the expertise of authors. I am not saying that everyone should be an expert in order to have personal blogs. But, by knowing the expertise of authors or what standards authors use to filter online resources, we can make an informed decision.

How does technology ease or make difficult the dissemination of information?
As a mechanism for selecting, evaluating and aggregating information across the web, blog is a great tool. In terms of me being a person who filtering online resources, I love the easy and simple way that I can add and change the links using blog technology. An excellent web source about the Global Trends of Internet Governance is “DNS Working Group (Working Group on Domain Names and Internet Governance)” of “CPSR (Computer professionals for social Responsibility)” CPSR started from a discussion group formed on a computer message system at the Xerox Palo Alto Research Center in 1981 and became a national organization in 1983. Since then, CPSR has tried to communicate concerns about the appropriate use of computer technology to the public, to policymakers, and to the profession. DNS Working Group, one of CPSR’s working groups, takes a position on ICANN issues since those issues are closely related to a new form of global governance in cyberspace. I think this site is an excellent source of information because it provides careful analysis and well-reasoned argument.

This is a 36-pages academic paper written by Daniel W. Drezner, political science professor at the University of Chicago. This paper demonstrates distributions of state power and interest determine the way in which issues are globally regulated. I think this paper is an excellent source of information because it challenges the common notion that the technological advance of the Internet weakens the ability of states to regulate and then shows how complex the issue of governance is.

The founding editors of ICANNWatch.org were David Post, Michael Froomkin, and David Farber. It overlooks activities of ICANN. The site states its mission as the following: “The Internet is a global resource of incalculable value, and nothing is of greater importance to its future than the way in which ICANN performs its role as manager of the Domain Name System. All Internet users worldwide have a stake in these ongoing events, and our job is to serve as a central point of reference, a kind of hill overlooking the often-chaotic information landscape, from which anyone seeking a better understanding of these developments can survey the ever-changing terrain.” I think this site is an excellent source of information because it provides everything related to ICANN: scholarly articles, comments, blogs, and links.
