maintenance of national level data bases on airfield facilities and ground based air defense systems in Eastern Europe;
identification of communications paths and exploitable weaknesses;
developed the RTCE (Rapid Targeting Capability Europe) concept
whereby rapid turnaround of intelligence resulted in aircraft on target in timely manner
(this concept was the backbone of Desert Storm air operations);
oversaw operation of facility housing IBM mainframe, multiple message handlers,
over 200 special intelligence communications circuits,
and over 30 separate, standalone computer systems and networks

Managed USAFE portion of U.S. European Command Joint Tactical Fusion testbed called LOCE (Link to Ops-intel Centers Europe);
this program fused multiple inputs from differing sensors into a single, integrated picture of the battlefield
which was distributed to terminals in combat operations centers.
It was in its infancy in the mid-80s,
but has become operational and provided a common picture for NATO units operating in Bosnia
