Experience at the Finance and Basic Infrastructure Division 1 (RE1/FI1):
- Prepare and design infrastructure operations in the transportation and energy sectors to be financed by the IADB in conjunction with national and sub-national governments, and with international consulting firms.

Evaluate the impacts of truck driver compensation on individual turnover and safety outcomes.
Analyze the effects of work zone attributes on injury severity of large trucks-related crashes (in association with the Highway Safety Research Center, North Carolina).

Experience: Participate in the development of the Triangle Regional Transportation Model based on TransCAD. Assist with calibration, validation and transit coding tasks, as well as forecasting demand for the Regional Rail project. Advisory team included Parsons Brinckerhoff.

Experience: Oversee and administer feasibility and demand modeling studies for multiple cities, as well as advise on institutional arrangements and contract structuring for the tendering process of several major transport projects nationwide.

 

 

Main Projects:
- Bogotá's First Subway Line: Member of the national government team administering the technical, legal and financial structuring process of the Subway project (Build-Design-Manage-Operate-Transfer). National government's team leader for the travel demand forecasting study of the Subway system. Develop a macroeconomic impact assessment of the Subway project on the national fiscal accounts (advisory team included Rothschild investment banking and Louis Berger International).
- Cali's Bus Rapid Transit System: National government's team leader and general coordinator of the technical committee overseeing the structuring process and travel demand forecasting study for the Bus Rapid Transit System (advisory team included Schroders-Salomon Smith Barney, Brown & Root Consultants, and Mercer Management Consulting).
- Bogotá's Bus Rapid Transit System (TransMilenio): Develop economic, financial and technical feasibility analyses for participation of the national government in the TransMilenio project -A world-class BRT system.
- Bogotá's Commuter Rail: Member of the national government team in the technical committee of the travel demand study (advisory team included Steer Davies and Gleave).
- Other experience on transportation/infrastructure projects: Advisor for travel demand forecast studies and technical/financial structuring process for the development of mass transit systems in the cities of Bucaramanga and Pereira. Technical assistance for telecommunication, (long distance), highway, and water supply projects.
