The RAW_DATA files contain largely HYDROBASE observations, which itself is
composed of mostly NODC data. There are a couple of sections from the WOCE
Hydrographic Program (whp) and some data from Skidaway Institute of Oceanography
cruises along the Georgia coast.

The matlab file read_hb_file.m generates two file types:
The *.log files are the positions of the data. The *.flat files have the same 
information as the original but without the headers, so that it can be read by 
matlab.
