FM Noncommercial Educational (NCE) Stations 

FM NONCOMMERCIAL educational stations may be authorized on 88.1 MHz to 91.9 MHz. 

No commercial operation is permitted on these frequencies. 

FM noncommercial educational stations may also be authorized in the commercial FM band, 92.1 MHz to 107.9 MHz, but such applications must meet the spacing, city coverage, and other technical criteria applicable to commercial stations.
