Setup
- Each player gets:
- Playmat and rules summary
- All road and city tiles: place in Staging Area
- All markets: place on playmat, into Supply
- Randomly distribute oracles on board. (Alternatively, works well
having players take turns placing oracle.)
- The Tiles
- Group tiles by color, face down.
- Take one tile from each color and place in a face-down stack (=

- Decide on game length: 8 or 12 rounds. If 8, discard 1 stack
- Form one by piling all the remaining stacks on top of each
other, and turn face up.
Round Sequence
- First player takes the top turn tile from the stack.
- Player takes 2 of the 3 basic actions OR 1 action enhanced to
next
higher number:
- Player may build 1 market, or sell off one market.
- Player passes Turn Tile to next player listed,
who proceeds from 2.
- At the end of the round, repeat.
