Party representation in the Parliament of Planets is determined by a series of two votes cast per individual. First
Vote: The first vote cast is a vote
for the party of preference.
This set of votes must be counted first in order to determine the number
of seats per planetary delegation
claimed by each party. For example, Muonia claims a total of 26
seats in the Parliament of Planets.
Second Vote: The second vote cast is a vote for candidates on each party ticket. Therefore, this set of votes is derivative of the first set of votes. The seats awarded to a party are then filled with candidates from that party, beginning with the most popular candidate. For this reason, it should be noted that even a popular candidate cannot be elected unless his party wins enough seats overall.
Two Percent Rule: The Two Percent Rule prevents undue fracturing of political parties within the Parliament of Planets. A party that receives less that 2% of votes throughout the United Imperial Worlds is not included in the Parliament of Planets. All data acquired from 1 January 2360 general election results. |
