Planetary
representation in the Parliament
of Planets is figured by population alone. Every planet is
represented by at least two delegates. Beyond the first 400 million
inhabitants, or every additional 200 million inhabitants beyond, or
portion thereof, a planet is awarded an additional seat in the Parliament.
Planetary voting blocs usually consist
of a homeworld and its daughter colonies. For example, the Phylite
voting bloc is made up of that world and its three colonies.
Fifteen planetary blocs exist at the present time. One bloc is composed of racially mixed colonies without a clear homeworld to group around. Although planetary blocs have been known to vote in coalitions from time to time, this phenomena occurs more often throughout party representation.
