Council of Delegates:
The Emergency Council of Delegates was a temporary body of legislators created by the Imperial Parliament of Planets in response to the assassination of Emperor Ivan Romanov in 2342. It was composed of an advisory panel of fifteen anonymous representatives and a group of three mediators. The mediators, all of whom were apolitical scholars, endured almost endless media scrutiny during the proceedings. The Emergency Council of Delegates convened on 6 September 2342 at Pryll, and began official proceedings the following day. The first task of the ECD was to appoint Romanov’s Prime Minister, P. Jeremiah Benjamin, to the position of President pro tempore until the election of a new emperor could be accomplished. The Parliament of Planets accepted this decision on 10 September but stipulated that the Imperial election would not occur until the end of the Sunrise War. The three mediators, Ys Ys Zynss, Åtros Denamor, and José Pedro Martinez, spent the first three months debating the merits of each of nine candidates submitted by the advisory panel. By late November, that list had been narrowed to six candidates, whose backgrounds were then exhaustively researched and deliberated over. On 25 January 2343, the ECD presented a final list of four candidates to the Parliament of Planets. On 27 January the proceedings were declared closed although the mediators were requested to relocate to New York City and serve in an advisory position to the Parliament of Planets. On 3 March 2244, the Parliament voted on the four candidates and almost unanimously elected General John Paul Windsor to become the new emperor. His coronation occurred at Pryll on 1 May 2345. |
