The Emperor of the Interstellar Organization of United Imperial Worlds is generally considered to be the first and foremost representative of the Empire, although he often holds true power within the government as well.  Emperors are chosen from a wide cross-section of the population, and are often not associated with politics or government in any way before they are chosen.

The Emperor is elected for life from a list of candidates submitted by popular ballot.  Each planet may submit one candidate for Imperial reign as chosen by the majority of its residents.  These candidates are then debated and voted on by the Parliament of Planets.  Thus, the Parliament may choose only from a popularly approved group of individuals.

The office of the emperor is a holdover from ancient traditions of Beta-Tauri 4 and its single, powerful executive.   Though the emperors of the United Imperial Worlds have been powerful to varying degrees, the honorable station of the office is in no way diminished.
