A body which reports to the Emperor regarding the actions of Imperial Ministries.  It is headed by the Prime Minister, and includes the ministers of of State, Culture, Defense, Agriculture, Energy, Transportation, Education, Health, Finance, Intelligence, Trade, and the Foreign Minister.  All ministers are appointed by the Emperor beginning with his coronation, and are subject to dismissal in the case of poor performance.
