Letsi Nelvan was an attorney from Valhalla who studied interstellar law and became the most prominent of that planet’s representatives to the Solar Alliance.  He became well known due to his work arranging the proposals given at the Allied Advisory Congress of 2264 at Pryll.  During the following five years, Nelvan became one of the central figures of the emerging empire by merit of his extensive work on the Imperial Constitution.  He was the popular favorite for Emperor of the United Imperial Worlds and was elected by a wide margin in 2276.  During his reign, Nelvan championed the cause of the colonies and attempted to ensure their fair representation as invaluable parts of the empire.  His retirement came in 2293 and he died in 2302.
