A governmental leader appointed by the Emperor as a liaison to the Parliament of Planets and as chief of the Imperial Council.  Depending on the personality of the Emperor, the Prime Minister may have immense power within the executive branch.  In some administrations, he may be little more than a representative of the office of the Emperor, with few duties.  However, The Prime Minister is almost always a skilled diplomat and serves as the Emperor's highest envoy.
