Nalen Tarch was a famous musician from Beta-Tauri 4 who was elected Emperor in 2318.  His major political work occurred after 2320.  His opera, Night of Catastrophe, written with author Ivan Romanov was influential in drawing attention to the increasingly destructive politics of the Imperial Industrialist Party. 

However, his passion lay with the primary mission of his administration, equal rights for the engineered beings.  Although Tarch never gained enough support to grant engineered beings full citizenship, he was able to improve their image as hardworking and productive members of society.  Tarch retired in 2327, after a short reign of only nine years.  Following his death in 2332, his work was continued by Romanov.
