2. Is able to support communications using the

Control Protocol/Internet Protocol (TCP/IP) or its
subsequent extensions & follow-ons and/or other IP
compatible protocols; &
3. Provides users or makes accessible, either
publicly
or
privately, infrastructure described therein.

of a worldwide
network of computer networks that use the TCP/IP
network
